The position involves the coordination of activities in the area of youth-policy co-operation in the Baltic Sea region, providing other actors with information and organisational support, and taking care of contacts with the EU and with Baltic Sea and other regional structures. The Baltic Sea Secretariat for Youth Affairs is financed by the Youth Ministries of the Baltic Sea States.
We expect a close cooperation with the colleague working 20 % as Consultant in the same position. The salary will be based on the German Federal Wage Agreement for Public Servants.

Agreement on the Baltic Sea Secretariat for Youth Affairs 2012
The Secretariat will implement the Work Plan and the decisions made by the Council of the Baltic Sea States-Expert Group on Youth Affairs / EGYA. The Secretariat will work as a contact point supporting the dissemination of knowledge and information between the NGOs and youth networks in the Baltic Sea region. It will co-ordinate activities between youth policy structures, governmental and non-governmental youth actors as well as youth projects.
Support to the Expert Group on Youth Affairs
The Secretariat prepares the meetings of the EGYA. It reports on the implementation of the Work Plan. At the beginning of each year the Secretariat shall submit a narrative report for the previous year and in cooperation with the administrative body, submit a financial report. The Secretariat sends out work reports on a monthly base to the EGYA.
Support to the Ministries responsible for youth affairs
The Secretariat will function as a service body for all members of the EGYA. This includes collecting information, distribution and co-ordination of information on behalf of the ministries responsible for youth policy.
Youth Cooperation
The Secretariat shall support youth cooperation and an active participation of young people in the region. This includes giving advice and information to young people, youth workers and youth organisations.
Information
The Secretariat will collect and distribute information about activities in the field of youth. This includes for example to provide information on recent developments in the national youth policies.
Institutional Co-operation
The Secretariat should have regular contact with the secretariat of the Council of the Baltic Sea States in Stockholm. The Secretariat shall cooperate with other relevant administrative structures such as the Barents Youth Cooperation Office (BYCO) and the Secretariat of the Nordic Council of Ministers.
The Secretariat shall also keep itself informed about the work of the Council of Europe and the European Union in the youth field.
